The Standing Committee of the 10th National Committee of the China Association for Science and Technology (CAST) held its 7th session in Beijing on February 15, 2023.

Wan Gang, vice president of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC) and president of CAST, presided over the session.

The session conveyed and studied the guiding instruction of the Secretariat of the Central Committee of the Communist Party of China (CPC) on the work of CAST, and reported the schedule of the 6th plenary meeting of the 10th National Committee of CAST.

The session pointed out that the Secretariat of the Central Committee of the CPC fully affirmed the work of CAST in 2022 and put forward clear requirements for the work in 2023, which fully reflected the cordial care of the Party Central Committee with President Xi Jinping as its core for the broad masses of Chinese sci-tech professionals and the importance it attaches to CAST, thus providing basic guidance of the future development of CAST.

The meeting deliberated and approved the Work Report of the Standing Committee of CAST and the Implementation Plan of CAST on Studying, Publicizing and Implementing the Instruction of the 20th National Congress of the CPC, and decided to submit them to the 6th plenary meeting of the 10th National Committee of CAST for deliberation according to the procedure.

The session deliberated and approved the Measures for the Administration of Group Members of CAST, the Regulations on the Election of CAST (Trial) and the Working Rules of the Special Committees of the Standing Committee of CAST (Trial).

The session deliberated and approved some personnel changes of the 10th National Committee of CAST, and deliberated and approved the issues relating to locations of the 25th and 26th Annual Meetings of CAST.

The session reviewed work summaries for 2022 and work plan for 2023 of the Special Committees of the Standing Committee.

The session stressed that the 20th National Congress of the CPC outlined a grand blueprint for promoting the great rejuvenation of the Chinese nation with Chinese modernization drive.

All Chinese sci-tech professionals must fully study Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the instruction of the 20th National Congress of the CPC and the guiding principles of the Secretariat of the Central Committee of the CPC, and implement them in daily work to ensure all decisions and deployments of the Central Committee of the CPC are implemented.

The session stressed that all Chinese sci-tech professionals should strengthen theoretical and political awareness, focus on the nation’s major priorities, and use their knowledge and expertise to boost the nation’s confidence in independent innovation.

The session stressed that all staff members of CAST must stay committed to the original aspiration of serving Chinese sci-tech professionals and make continuous efforts to leverage the brand programs of CAST to a higher level.

The session required that CAST must deepen the reform to reflect CAST’s political principles, advancedness in science and technology circles, and close ties with the Chinese sci-tech professionals, and optimize the work processes to lay a solid organizational foundation to rally all Chinese sci-tech professionals to contribute more wisdom and strength to the realization of sci-tech self-reliance and self-strengthening at higher level.

The session called upon to embrace the conceptions of openness and cooperation to promote the establishment of international sci-tech organizations based in China and provide better services to sci-tech professionals from both China and abroad, and combine on-spot work with online work for organization construction to boost the effect and impact of CAST’s activities.

Wan Gang, Wang Bo, Wang Heqing, Wang Jinzhan, Wang Endong, You Zheng, Basang Wang-dui, Deng Xiuxin, Lu Huaiyu, Ye Cong, Fu Qiaomei, Ning Yunzhan, Lyu Zhiqiang, Qiao Jie, Xiang Qiao, Liu Qingfeng, Liu Ruopung, Liu Mingzhen, Li Dangsheng, Yang Wei, Shu Wei, Song Yonghua, Zhang Jie, Zhang Jinhua, Zhang Rongqiao, Zhang Guihua, Chen Yong, Chen Wei, Chen Hongying, Chen Xuedong, Wu Xiangping, Luo Qi, Kaisaier Abudukeremu, Meng Qinghai, Shi Yigong, Yuan Yaxiang, Mo Zeyao, Yin Hao, Gao Hongjun, Huang Luqi, Han Xiqiu, Xue Lan totally 42 members of the Standing Committee attended the session.

Luo Hui, member of the leading Party members group and director general of the Department of International Affairs of CAST, and leaders of relevant departments and units of CAST attended the session as nonvoting delegates.
